Phase Two of Occupy Will Not Be Electoral
A Statement by the General Assembly of OccupyWashingtonDC.org and proposed to the Occupy Movement
A growing list of media outlets and partisan organizations are urging us to "evolve," "mature," and "move on" to become part of the problem we have been protesting for months. Most specifically Move On and Rebuild the Dream are promoting and attempting to co-opt and divert the Occupy Movement into a policy of electing Democrats and legislative reform--thereby keeping a system based on control by the 1% firmly in place with yet more promises (never fulfilled) of "change we can believe in."
Both Move On and Rebuild the Dream have attempted in insidious ways to hitch their faltering Democratic wagons to the struggle and success of the Occupy Movement. Both have attempted to appear as supporters and organizational spokespersons for the Occupy Movement while in reality they are and always have been front organizations for the Democratic Party.
We believe elections are essential to a peaceful, just, and sustainable future, and we will continue to push for changes in our electoral system that will guarantee every human the right to vote for candidates who are not financially corrupted or filtered through gerrymandering, unreasonable ballot restrictions or corporate media gate-keeping, and to have our votes verifiably and publicly counted.
We believe, however, that elections alone cannot accomplish what is needed. We cannot "vote" against the disastrous influence of Wall Street or war profiteers by backing either of the two major political parties. Next year's presidential election and most congressional races will offer two major-party candidates, neither of whom agrees with the majority of the people on fundamental issues.
We will not divert our energies into electoral work.
We will not identify with or begin to make compromises and apologies for any party, political candidate, or elected official.
We demand that the corporate plutocracy be replaced by majority rule.
We will educate and organize. We will agitate and mobilize.
We will escalate our campaign of cultural and societal change.
We will bring increased pressure to bear on our government in Washington, D.C. We will bring this pressure as the people to the government as a whole, not as cheerleaders for one part of the government against another.
We will not go away, we will not be silenced, we will not relinquish the right to speak freely, to peaceably assemble, and to petition our government for a redress of grievances.
We will not relent. We will not be defeated. We will not be co-opted by either the Democratic or Republican Party, both of which have sold us out in Congress, the Supreme Court, and in the White House.

Ali Canada, perhaps you have not been keeping up with the deceitful ways in which the Democratic Party and its faux-Emperor/president, Obama, have been quietly and deceptively selling-out SS and Medicare.
The Democrats most recent plan to increase the DEFUNDING of Social Security is to expand the underfunding to 3.1% payroll tax contributions to SS, in order to focus the austerity avoidance strategy on SS, rather than on a 'millionaire tax'.
This bigger and second year of defunding Social Security, to make-up for some of Wall Street's now revealed $7Trillion 'looting' of our commonwealth is now being schemed by both 'Vichy' parties to include a reduction in the 'employer' (ie. CORPORATE) portion of the Social Security revenue stream -- which will gut the system to save the billionaires and the EMPIRE.
Secondly, OBAMA is allowing and supportive of the FED now loaning more TRILLIONS at no interest to the ECB to give the Eurobank portion of the global EMPIRE.
Anyone who does not understand that these zero interest loans from the supposedly US FED will not further peonize Americans simply does not know anything about crony capitalist economics, eh, Canada? Here's how the 'big lie' (as Hitler called it) works:

Obama promised just yesterday that U.S. citizens could be sure that he would not allow any American funds (that might further peonize them) to be diverted to Europe.
Oh well, another Obama promise made AND BROKEN, but this time in real-time --- so fast was the lie that it makes one's head spin.

PS. Oh, I know what the confusion is in Obama's apparent bold-faced lie to American citizens. He's actually speaking honestly, but as the faux-Emperor of the world, rather than just the president of our former country ---- since what we still consider 'our' country is now the nominal HQ of the disguised corporate/financial/militarist Global EMPIRE, which hides behind the facade of its modernized TWO-Party 'Vichy' sham of faux-democratic and totally illegitimate government --- just as an earlier Nazi Empire tried to hide behind its crude and single-party 'Vichy' regime in France c. 1940.
It is now necessary for the global corporatist media to clearly articulate anything Obama says as either coming from the nominal president of the country previously called America, or from the mouth of the First faux-Emperor of the 21st century Global Empire --- the real and accomplished Fourth Reich.

A: That’s not likely. A scary e-mail lists "Tax hikes in 2011" that probably won’t take effect, or won’t apply to families making under $250,000 a year. One "tax hike" is pure fiction.

In just six months, the largest tax hikes in the history of America will take effect. They will hit families and small businesses in three great waves on January 1, 2011:
First Wave: Expiration of 2001 and 2003 Tax Relief
In 2001 and 2003, the Congress enacted several tax cuts for investors, small business owners, and families.
These will all expire on January 1, 2011:
Personal income tax rates will rise. The top income tax rate will rise from 35 to 39.6 percent (this is also the rate at which two-thirds of small business profits are taxed). The lowest rate will rise from 10 to 15 percent. All the rates in between will also rise. We’ve been flooded with inquiries about various versions of this chain e-mail, which has been circulating since July. It grafts together a set of misleading claims issued by the conservative Americans for Tax Reform with a fictional claim about taxation on health insurance benefits.
The W-2 Fiction, Again
Let’s dispose of the bogus health insurance claim first. It’s not true that "you will be required to pay taxes" on the value of employer-paid health insurance benefits. This is a falsehood that circulated earlier as a separate chain e-mail. See our May 22 article, "Health Care Law and W-2 Forms," for full details.
It’s true that the new health care law requires employers to report the value of health insurance benefits on W-2 forms starting next year, but that’s for informational purposes only.
The remainder of the chain e-mail message contains misleading claims about what "will" happen next year that were copied and pasted — nearly word for word — from an Americans for Tax Reform document dated July 1. (The garish colors were added by the anonymous author of the e-mail message.) For the most part, these are "hikes" that the president and Democratic leaders in Congress have long said they won’t allow to take effect, except for individuals making more than $200,000 a year, or couples jointly making more than $250,000.
Bush Tax Cuts: Mostly Slated for Extension
Both the e-mail and the ATR document claim that all the tax cuts enacted in 2001 and 2003 and signed by President Bush "will all expire on January 1, 2011." Actually, that’s not what’s expected to happen at all. It’s true that the cuts are scheduled to expire, but they will expire only if Democrats who control the White House and Congress fail to do what they’ve promised.
Update, Sept. 28: We received a letter from ATR President Grover Norquist, who said:
Grover Norquist, Sept. 27: In our article, we repeatedly say that certain tax hikes “will” happen in January of 2011. The FactCheck.org article assumes that we mean this in a prescriptive or predictive sense. We do not. When we make the statement “this tax will rise in January of 2011” (or words to that effect), we mean it only in the sense that if Congress and the President continue to fail to act, current law does indeed call for this tax hike to occur.
As a courtesy to ATR we have posted Norquist’s letter so that readers may judge for themselves.
Particularly misleading are the claims that "[t]he child tax credit will be cut in half from $1000 to $500 per child" and that "marriage penalty" relief will expire. As veteran congressional reporter David Rogers, who writes for Politico, put it back in July: What Democrats are debating is not whether, but "when — and for how long" to extend the Bush tax cuts that apply to lower and middle-income taxpayers.
In fact, some key Democrats now favor extending all the Bush tax cuts for at least one more year — even for upper-income taxpayers. Those lawmakers include Sens. Evan Bayh of Indiana, Ben Nelson of Nebraska and Kent Conrad of North Dakota, as well as some Democratic House members. So unless Congress deadlocks (always a possibility), the most likely outcome now is that Congress will either extend most of the cuts — as President Obama promised again and again during the 2008 campaign and since — or extend all of them, at least for a while longer.
‘Death Tax’: Only on Multimillion-Dollar Estates
The message is also misleading in what it says about the temporary repeal of the federal estate tax — which Republicans like to call the "death tax." Under terms in the Bush tax cuts, the estate tax was phased down over several years and eliminated entirely for those who die in 2010, but it’s set to return in 2011 at levels that prevailed before 2001. So just as the message says, for those dying after Jan. 1 next year, estates of more that $1 million would be subject to taxation at rates as high as 55 percent on amounts over that threshold. But that will happen only if Congress fails to act, and there’s little sentiment in Congress, even among Democrats, for allowing that to happen.
In fact, last December the House passed a bill that would have permanently exempted estates of up to $3.5 million from taxation (effectively, $7 million for couples). The top rate would have been 45 percent. All 225 House members who voted for that were Democrats; Republicans opposed the measure because it would have frozen the estate tax at the 2009 level called for in Bush’s phase-down, and would have canceled Bush’s one-year repeal in 2010.
In the Senate, several Democrats want to bring back the estate tax with an even higher exemption and a lower rate. In April 2009, the Senate adopted an amendment to a budget bill that would have set as a target a $5 million exemption ($10 million for couples) and a top rate of 35 percent. The bipartisan amendment was sponsored by Democratic Sen. Blanche Lincoln of Arkansas and Republican Sen. Jon Kyl of Arizona. It passed with 51 votes in favor — 10 of them from Democrats, even though the Senate’s Democratic leadership (and President Obama) had set $3.5 million as a target. The Senate amendment wasn’t accepted by the House, which insisted on keeping the $3.5 million threshhold in the budget bill. With its Democrats divided, the Senate ultimately failed to act on the estate tax, allowing it to expire entirely for 2010.
So Congress has yet to agree on whether to bring back the estate tax only for estates worth more than $3.5 million, or only for those over $5 million. Few if any voice support for bringing it back for estates of more than $1 million. That could happen if the deadlock on this issue continues (again, always a possibility). But majorities in the House and Senate have voted to impose the so-called "death tax" only on multimillionaires.
A ‘Wave’ of ‘Obamacare’ Taxes?
The e-mail describes a "second wave" of tax increases that it says will take effect Jan. 1 under the new health care law. But this "wave" consists of three relatively minor tax changes that affect relatively few people.
What the e-mail describes as a "Medicine cabinet tax" simply aligns rules governing health savings accounts (HSAs), Flexible Spending Arrangements (FSAs) and Health Reimbursement Arrangements (HRAs) with the tax rules that apply to deducting medical expenses generally. Under current law, taxpayers in general are not allowed to deduct the cost of non-prescription drugs as a medical expense. The only exception is for insulin. But those with HSAs, FSAs and HRAs were allowed to use pre-tax dollars to buy aspirin, over-the-counter cold and allergy medications, and other drugs available without a doctor’s prescription. The new "tax" simply says HSAs, FSAs and HRAs can’t be used to buy these medications — except for insulin — after December 31. (See pages 69 and 70 of the Joint Committee on Taxation’s "technical explanation" of the revenue measures in the new health care law, which can be downloaded from the committee’s website. This will affect a small proportion of taxpayers. For example, the health insurance industry says 10 million persons were covered by HSAs as of January of this year, roughly 3.2 percent of the population. For that relatively small group, the change does amount to a tax increase. It will bring in a total of $5 billion over the next 10 years, the JCT estimated in its "Estimated Revenue Effects" of the new law.
The "HSA withdrawal tax hike" refers to a doubling of the current 10 percent penalty that must be paid on any HSA funds spent for something that’s not a qualified medical expenditure. (See pages 71 to 73 of the JCT technical explanation.) The JCT expects that to bring in $1.4 billion over 10 years.
The "special needs kids tax" refers to a cap of $2,500 that the new law places on spending from FSAs. (See pages 74 to 77 of JCT’s technical explanation.) The argument made in the e-mail is that "many" families with special needs children now use FSAs to pay tuition at private schools catering to special needs children, schools that ATR says "can easily exceed $14,000 per year" in Washington, D.C. Perhaps so. IRS rules do allow use of FSA funds to pay for such expenses with pre-tax dollars. But the e-mail message offers no evidence of how many families might be taking advantage of this tax break currently. The claim is copied from the website of Americans for Tax Reform, but as ATR itself says: "For most people, the $2500 cap won’t be noticed." As ATR concedes, FSAs "tend to be used for things like small deductibles, co-payments, eyeglasses, over-the-counter medicines, and laser eye surgery." The amount deferred in the typical FSA is probably much less than $2500 today, ATR says. The JCT expects the change will bring in $13 billion over 10 years, but says nothing about how much of that is likely to come from the pockets of parents of special needs children.
We don’t argue for or against any of these three tax increases. We simply point out that, even taken together, they amount to less than $2 billion per year and, therefore, don’t constitute anything close to a "wave" of historically large tax increases taking effect next year.
Alternative Minimum Tax
The message flatly claims that the Alternative Minimum Tax will suddenly "ensnare over 28 million families," forcing them all to pay higher taxes. But historically, Congress has repeatedly refused to allow that to happen.
The AMT was originally enacted in 1969 to cover a few very high-income individuals, but it was not indexed for inflation. So it has come to be a headache for several million taxpayers, and would hit even more if Congress had not enacted a series of "patches" each year since 2001.
The Tax Policy Center calculates that next year 28.5 million taxpayers would have to pay higher taxes on their 2010 returns if the usual patch is not extended. But Obama’s stimulus bill extended the patch through 2009, holding down the number of taxpayers affected to just 4 million. And there’s no reason to think that Congress will fail to extend the patch for 2010 taxes. In fact, President Obama’s budget assumes that a permanent fix will be enacted, holding the AMT to levels in place for 2009. That’s something President Bush never proposed.
Tax Extenders
The message goes on to claim that businesses will lose a host of tax benefits, including a research tax credit; that teachers will no longer be allowed to deduct classroom expenses (high-school and grade-school educators can now deduct up to $250 a year); and that persons with Individual Retirement Accounts will no longer be able to use them to make charitable donations. But these are tax provisions that have been routinely renewed in the past, and Congress has strongly signaled that it intends to renew them for 2011 as well.
The fact is that on Dec. 9 last year, the House voted 241 to 181 to approve the "Tax Extenders Act of 2009." That bill called for extending for one more year a long list of expiring tax breaks, including the business research tax credit (Section 111, page 6), the $250 deduction for teachers buying classroom supplies (Section 104, page 6), and tax-free distributions from individual retirement plans for charitable donations (Section 135, page 14).
The Senate passed the bill on March 10, by a vote of 62 to 36, leaving the extenders intact. The fate of those extenders is still in limbo — but majorities in both houses are clearly on record favoring them.

Only by admitting that the existing Empire system is a more guileful "inverted totalitarian" [Wolin] implementation of fascism than was the Nazi Empire, would a new party sufficiently 'burn its bridges' to this corrupt and violent global Empire, and prove its antipathy to the current capitalist bought and corporatist media perverted system of Empire and "Empire-thinking" as to deserve the support of the people, the "Multitude" [Hardt], and this "Coming Insurrection" [Negri] --- and prove its absolute commitment to being entirely "Against Empire" [Parenti].
The absolute litmus test for any new party of, by, and for the people, is a party that will expose, confront, and excise this death-spiral Empire.

I fully agree that the Occupy movement should not back either of the two major parties. Both are clearly tools of the corporate elite. But I don't think it follows that the movement should not get involved in electoral politics. No need to choose between Republicans and Democrats. Occupy can start its own political party from scratch. Or it could use the Green Party, already organized in most states, as a starting point.
It would be a mistake to allow the government to remain under the control of the 1% without a challenge. A new party with a clear position consistent with what Occupy stands for, running candidates not in the pockets of corporations, would have a real chance of winning, since a great majority of Americans are disgusted with both major parties.
I support a major new party. The issue is one of timing. While the time is right for some initial effort at party building, the system is too corrupt for our movement to spend too much time on it. It will drain energy and resources but because the system is rigged will result in little progress. Right now we need to build an independent movement and independent media. Independent electoral efforts will come later unless one of the party's makes a radical transformation to representing the people and not their big donors -- which is very unlikely.

Division is not the answer...unless our agendas are totally different. MoveOn agenda is the same as our's,fighting for the 99%,how can we say it's alright for there members to be a part of the Occupy Movement but it's not alright for MoveOn as a organization to be a part of it,do you really think there members would take part in the Occupy Movement knowing this .The Political party's in this country are all control by the 1% money but the Republican\ Tea party wants to cut social programs for the Middle class and the working poor whereas they want to give tax brakes to the 1% and put every thing on the back's of the middle class and working poor . If you believe as I do that this GOP pledge to Grover Norquist supersedes the oath of office taken by these congressional representatives to uphold and defend the US Constitution and why is MoveOn the only organization being single out because there are other organization that's have the same agenda as MoveOn and they are not being single out,why ?
MoveOn consistently supports the Dem Party and undermines progressive causes.
MoveOn began as an organization seeking to end the impeachment of President Clinton for lying under oath about sexual harassment. They started as an advocacy group for the Democratic Party and have remained such. They work hard to keep liberals and progressives inside the Democratic Party so that liberals and progressives will not form an independent movement to hold Obama and the Democratic Party, as well as Republicans, accountable. MoveOn refuses to acknowledge the constant betrayals of the people by the Democratic Party.
Using non-profit front groups to undermine progressive movements is consistent with the tactics of the Democratic Party. In return for big funding from Democratic Party donors these groups are told what they can do and say by Democratic Party operatives. During the health care reform debate MoveOn was part of a coalition called Health Care for America Now. The name of the coalition was eerily similar to the long-term single payer advocacy group, Health Care Now. But rather than advocating for an end to insurance-dominated health care as single payer would do, the well-funded Health Care for America Now (spending at least $50 million to support ObamaCare) advocated for the Obama health law, which only more deeply entrenched insurance industry domination of health care.
Rebuild the Dream, a MoveOn Project, continues to undermine real health care reform by using the new language of the single payer movement. Single payer advocates call for “Improved Medicare for All” while in their issue demands The Dream says “Offer Medicare to All.” Their language is a watered down version that is essentially the public option using single payer language. No doubt the vast majority of MoveOn members support single payer and real progressive change, but MoveOn uses similarities in rhetoric to keep progressives inside the Democratic Party rather than developing the kind of unified independent movement that is needed to push for real change.
We saw MoveOn do this to the peace movement in 2007 after the Democrats took back control of the House of Representatives due to opposition to the Iraq War. The anti-war movement was in full force pressuring members of Congress. The Democratic leadership put forward a bill to end funding for the war unless “benchmarks” were met and allowed war funding for four big exceptions that would allow the war to continue, such as fighting terrorism, protecting American interests, and training the Iraq military. Twenty peace groups united to oppose the Democratic plan to continue war funding and supported a bill put forward by progressive Democrats to end funding. Every vote was needed by the corporate-Democratic Party leadership to continue war funding. At the last minute, MoveOn came out in support of the weak Democratic plan and provided cover to Democrats, relieved constituent pressure, and allowed the war funding to continue. Today, the U.S. remains in Iraq and now it looks as if troops will not be leaving anytime soon.
Not surprisingly, there is growing confusion among liberals and progressives who support the common agenda of ending the wars, economic justice and environmental protection. We’re sometimes asked if “The Dream” is part of October2011.org. The answer is an unequivocal NO – we are separate from “The Dream.” October2011.org is an independent movement that will hold the system, big business and both parties, accountable for war and corporatism. And we will not go away or be absorbed by MoveOn and its Democratic Party allies. We are critics of the machine, the corrupt, dysfunctional system, which the Democratic Party has always been and continues to be part of. We welcome Dream supporters and even the leadership. Here is all they need to do – prove us wrong:

On Tuesday, the deficit Super Committee announced that they were not able to come to agreement. Republicans absolutely refused to budge on protecting giant tax breaks for the 1% and insisted instead on massive cuts to crucial programs including Social Security.
But thanks in part to grassroots pressure from hundreds of thousands of people—including you—the Democrats on the committee refused to give in to Republican extremism.
And that means NO mandatory cuts to Social Security.
The buzz on cable news makes it seem like the Super Committee's failure is a big letdown.
But the truth is that our pressure helped Democrats stand strong against Republican plans to savage Social Security, Medicare, and Medicaid just so the super-wealthy wouldn't have to pay more in taxes.
The Super Committee was created back in July when conservative Republicans held our nation's finances hostage to a bogus default crisis. What it should have done is raise revenue by making Wall Street and the 1% pay their fair share. That's the real failure of the Super Committee.
At least now, we've helped stop the threat of Social Security cuts from the Super Committee, and it's time to turn our attention to what's next—rolling back terrible cuts in 2013 that were part of the awful debt ceiling deal in July.
We need to stop cuts to education, health care, job creation, environmental efforts, and more. Those programs aren't the source of the deficit. The deficit was caused by irresponsible tax breaks, the recession itself, and two wars.
Fortunately, the cuts don't start until next year, and we have several months to organize and make our voices heard. We'll be back in touch about ways that you can help stop the 2013 cuts.
You, along with nearly 200,000 other Rebuild the Dream members, signed the petition to stop the Social Security cuts. That is the biggest number since we launched just a few months ago, and it shows the impact we can have together. We also helped stop cuts to Medicare and Medicaid in the process.
This is an important moment that progressives should feel good about, due in part to work that Rebuild the Dream members have done.

No -- we are not against voting, we're just against voting for a corporate-dominated party and a president that is a corporatist and militarist. I don't know how you can support the Dem Party except by manipulation -- manipulation that is common in U.S. elections. The lesser evil vote is still a vote for evil. Wake-up and stop trying to co-opt this independent movement. You are not welcome. Stay away. Make your own movement. Create your own issues. Don't try to steal ours!

No -- we are making it clear that neither party represents the Occupy Movement and that Rebuild the Dream, Campaign for America's Future and MoveOn should bud out. Make your own movement do not try to misdirect the Occupy Movement into the corrupt Democratic Party.
Very glad to see Rebuild has seen our message, now we will see whether you will ignore us and continue to try and co-opt us. At least you have been warned so future co-option efforts we know will be intentional and against our wishes.
The Dem Party has destroyed every movement that has engulfed it. The Dems always play the role of destroying independent progressive movements -- there is a long list. We are on to the role you play. You will not get away with it this time.
Thanks so much for the Article Kevin. It is my belief that the Occupation movements must continue to be a horizontally led independant movement of the People. It must be an Anti-Capitalist, Anti-Global Corporate Capitalist movement movement. I agree completely that Move ON, Van Jones, The Tea Party and specifically the Corporate two party system must be resisted. Unfortunately, there are in the Occupy Movement believe that system can be reformed and that the problem is only "Crony Capitalism", which in my mind is just an excuse for keeping the Capitalist system going. This is most often expressed in those who call themselves "Libetarians". This is often expressed by middle class individuals who have only just begun to feel the pressure of the Colapsing system. As long as people continue to defend property over people and value property to that level it will hinder the Revolution. Those individuals that feel this way do not have the Historic experience of oppresed people of color or poor white people. This why they often so willingly consider the Police part of the 99%, even with all the examples in this country and abroad of Police Repression. This is most notable in what is happening in Eygpt, Oakland, Wall Street and many other Occupations. One begins to wonder what it take for those in the Movement that still don't understand this to understand. In both the Occupations in Tampa and St. Petersburg, this continues to be a problem and has hindered any full occupation to happen. Both the Tampa Bay and Charlotte, NC are important Occupations because that is where both the Corporate Parties, Democrat and Republican will have the Conventions in 2012. It is therefore critical that we cannot allow any infiltrations or co-options to happen. The violence that happens in communities of color, poor people, and the various occupation movements around the world are initiated by the Police, not the People. The Police protect the interests of Corporate power and are occupying forces in low income communities and have been for many years. Only recently is the middle class feeling this. So many people do not want to face this or look at it. But, it is critical to understand this as the movement continues to mature. We owe it to all of our fallen and injured comrades in Eygpt, the Middle East, Europe, South America, and yes the United States and it's occupation Movements, and of course around the world. It is also why those who come from Religious Prophetic traditions, must also speak out. Jesus was in fact a Revolutionary who resisted the Wall Street of his day in turning over the money changers in the Temple. Martin Luther King Jr., Ghandi, Malcolm X, Dorothy Day followed that tradition. Police Power, the Empire of the Corporate Capitalist State must be resisted. Thanks, Rev. Bruce Wright
Ah, building a new party means leaveing behind the huge herd of Democrats who will never vote GOP or third party, and will always vote Democratic, whether the candidate is the rare progressive or a blue dog.
Since the 99% could completely swamp the "moderates and conservatives" in the Democratic Party, we should simply take over the party with our numbers.
Presto, we would have control of the opposition party, and would stomp the party of money. True, it will take longer to replace Senators, but meanwhile we can take over the House, hold our noses and keep the Republicans out of the White House, and grab virtually all of the state governments.
But it will only happen if we are all together.
Right now, the Democratic Party is beholden to the money. Should we seize control of it by running our own people in the primaries, we could break that grip and bring the vast majority with us.
A third party would certainly result in more Republicans wielding power.
